Here we have an example of following a conceit through to its logical conclusions.  One of the foundations of the 22nd century world is that most military power has been centralized into a single agency.  This prevents minor squabbles between nations, eliminates war, and gives fast (and final) response to any genetic deviant populations that might appear anywhere in the world.

However, when your power is concentrated to a single point, you also introduce a single point of failure — and a single weak spot that an enemy could attack to neutralize your empire.  The government may assign the best people ever to protect it, but it’s still a prime target for anyone who thinks they’re smarter than the authorities.
